Um meán an lae ...Around the middle of the day the weather changes and (the storm) abates. Note the use of um here. Do we still say um thráthnóna? um Cháisc? um Nollaig? I am surprised by Tomás' useof bíonn here. It suggests that this happens regularly. Tomás uses the present instead of the past on occasion for dramatic effect.
