Tá gá go dtabharfaí oiliúint .... There is a necessity that training be given to teachers in the teaching of Irish as a spoken language to pupils and that teaching and learning facilities be made available. (I would prefer Is gá - - it is a need, necessity instead of tá gá. If the word ann were added it would save the day Tá gá ann - - there is a need. Presumably it is understood.)

go dtabharfaí ... that (training) be given; that (someone) give training This is reported speech again. The verb tabhair - - give is in the Modh Coinníollach, briathar saor. You will know that this briathar saor form allows one to give the action of the verb without reference to the do-er of the action yet it is not in the passive voice of other languages.

NB. Failure to appreciate the meaning of an briathar saor leads to many mistakes in written Irish:
Bhí an doras dúnta - - The door was closed i.e. the door was already closed, -- instead of Dúnadh an doras - - the door was closed i.e. someone closed the door - - and so on.

Isn't oiliúint a better word than traenáil! Think of possible differences in meaning.

go gcuirfí ..... ar fáil - - that (someone) supply; More claoninsint, modh coinníollach, briathar saor.

múineadh na Gaeilge -- the teaching of Irish. An Ghaeilge is feminine / baininscneach and the definite article an changes to na in the TG with feminine nouns;
teanga labhartha - - language of speech; labhartha is the TG of labhairt - -which is a verbal noun / ainm briathartha from the verb labhair - - speak.
áiseanna teagaisc - - teaching aids. Teagaisc is the TG of Teagasc - - teaching or tuition.
