dies in ISO custody

By David Kibirige A businessman who was picked by ISO operatives from Ntungamo has died in Kampala under unclear circumstances. Tearful relatives who visited The Monitor headquarters yesterday said Maj. Bisaso and two second-lieutenants picked Patrick Muhumuza from Ntungamo for allegedly being involved in thugery. Bisaso is co-ordinating Operation Wembley in Masaka and western Uganda. The overall boss is the deputy director general of the Internal Security Organisation (ISO), Col. Elly Kakande Kayanja. Muhumuza was picked from Ntungamo Police Station where he had gone to make a statement that the OC CID of Rwahi police post had solicited money from him so that he is struck off the list of wanted people. After being interrogated for some time Muhumuza was transferred to Kampala for more screening. On Aug. 13, security operatives took a suspect by the names of Ntagaywa Stephen to Kasese to a relative of Muhumuza called Nelson Biryabarema. He told him that Muhumuza had said they should surrender his Sahara pick-up truck or Shs. 4m to Bisaso to ensure his release. The relatives decided to travel to Kampala but were told by security operatives that Muhumuza had died on Aug. 12 while at Makindye Military Police Barracks. The security operatives told them to contact Maj. Kasule who was to tell them where the body was. Highly placed army sources told The Monitor that Muhumuzas body was taken to Mbuya Army Hospital. On Aug. 13, the body was driven and dumped along a path near the deceaseds home. The relatives later saw it but refused to remove it until a post-mortem examination had been made. By press time the body was still at the exact spot where it had been dumped. Maj. Bisaso refused to comment advising The Monitor to contact ISO headquarters. Maj. Kasule referred this reporter to Col. Kayanja who was in a meeting with Museveni in Gulu.
