4.1 the City for All Plan

In the previous chapter we described a series of recommendations for adapting environments in ways that take into account the diversity of the population. However, for such adaptations to become a reality it is essential to have a method of intervention that brings together the different parties involved in the process (for example, politicians, experts, representatives of associations). It is in this sense that we believe a City for All Plan to be a useful tool in specifying areas of action and in defining a system of management, as well as for co-ordinating, analysing and evaluating the opinions of all those involved: i.e. politicians, experts, citizens and employees. In what follows, we describe a potential plan consisting of seven stages which, except for the diagnosis, unfold more or less in parallel.
