The Bombing of Serbia

Dear Sir,

By what authority does NATO intervene in a civil war in Serbia. It was not sanctioned by the United Nations and, as far as I know, no parliament, in any of the NATO countries, has declared war on Serbia.

It appears to me that what are being used are emergency powers of the NATO countries, which were designed to deal with emergency situations, like invasion and interstate aggression, ironically the very type of interstate aggression that is being carried out by NATO against Serbia.
These powers are entirely inappropriate for NATO's activities in Serbia. It is ironic also, that NATO is now killing civilians, with increasing facility, in Serbia, one of the charges levelled against the Serbian military and used as a pretext for the NATO action.

There is a serious democratic deficit here, one that could have serious consequences in the future, both for inter and intrastate relations, and could lay the foundations for future totalitarian regimes.
