The 2002 International Dragon Class Rule 11.
EQUIPMENT states:11.10 The following equipment shall be on board while racing:
1. An anchor of not less than 10kg, or an anchor of not less than 5kg with chain so that the combined weight at anchor and chain is not less than 10kg. The anchor shall be of a recognised pattern.
2. One length of anchor rope of not less than 30m, weighing not less than 3kg in dry condition.
3. One bilge pump.
4. Three life jackets or buoyancy vests with a positive buoyancy of minimum 5kg each.
5. Two oars or paddles (or one of each). The paddles shall be a minimum of 1.2m long and suitable for the intended use of propelling a Dragon.
6. One bucket or bailer of not less than 9 litres.
In addition to the above equipment, the Dublin Bay Dragon Fleet, in accordance with Dublin Bay Sailing Club requirements, insists that, when racing in Dublin Bay, all boats shall carry the following:
Two ten metre (minimum) mooring warps
Three flares (two orange smoke and one red flare)
A sailing knife
A compass
Although the Dragon Rules and DBSC rules only pertain to racing it is obvious that this equipment should be on board whenever you go afloat.
The responsibility for ensuring that the required minimum equipment is on board rests entirely with the owner and/or skipper. The Dublin Bay Dragon Fleet, Dublin Bay Sailing Club, the Irish Dragon Association and the International Dragon Association bear no responsibility for ensuring that the above safety equipment is carried. Notwithstanding this, boats that are discovered to be in breach of DBSC or IDA rules while racing may be disqualified.
