Essentially it means "Everyone came out when they heard this." Literally it is rather convoluted: There was not the head of any one in the village but that was on the hills upon hearing that voice" It conjures up heads popping up at vantage points to see if there was porter on the boat.

ná go raibh - - but (that) was (This construction sent me to the dictionary!):
ar chloisint na gutha - - on hearing the voice. Guth is feminine here but masculine in Ó Dónaill although the variant feminine is mentioned there.
