The old IRA, led by Liam
Tobin, sent the government an ultimatum demanding
an end to demobilisation and the dismissal of Mulcahy and
the Army Council. They also referred to Collins’ stepping
stone.
Mulcahy secretly agreed with
the army and was, therefore, distrusted by
O’Higgins.
Tobin and others were
arrested and Mulcahy’s resignation was requested
by the Cabinet. O’Duffy was appointed Supreme Commander
of the army.
It was proven that the
government controlled the army and Mulcahy was
later recalled to the Cabinet.
