Economic Policy
Because the Irish and British economies were so closely linked, (90% of imports and exports, common currency, Irish banks HQ in London) economic independence was going to be very difficult.
Griffith and Collins the only Sinn Fein members with any economic policy were dead and the Cumann na nGaedheal government were content to follow British policies. 
•Balancing the budget was paramount
•The link to sterling was kept
•Agriculture was favoured over industry
