Andrew Kelly has British and Irish citizenship. He was educated
at the University of Padua, Italy (European Masters Degree in
Human Rights and Democratisation, 1998); the University of
Edinburgh, UK (Master of Laws, 1992); and the University of
Aberdeen, UK (Bachelor of Law, 1991). He worked in the Legal
Office and the Press Office of the International Secretariat of Amnesty International, London, UK, 1993-1994; Source Magazine,
Edinburgh, UK, 1995-1997; the University of Padova, Italy,
1998-1999; the Delegations of the European Commission to the
United Nations in New York, USA and Geneva, Switzerland,
1999-2000; the European Human Rights Foundation, Brussels,
Belgium (Technical Assistance Office of the European Commission),
2000-2001; and the Human Rights and Democratisation Unit, External Relations
Directorate General of the European Commission, Brussels, Belgium 2001-2003.
His work at the European Commission included programming and budgetary planning for the EU human rights and democracy budget chapter (the European Initiative for Democracy and Human Rights); management of the EU budget line supporting the European Inter-University Centre for Human Rights and Democratisation; design of the European Commission staff training programme in human rights; project evaluation and assessment; and programming/project identification missions to Burundi, Pakistan, Rwanda and Sierra Leone.
Andrew Kelly has been a visiting lecturer at the European Masters Degree in Human Rights and Democratisation, University of Padua at Venice, Italy. His publications include an article in Index on Censorship (Index 1-2, 1994, 224-226) on the human rights implications of limiting trial by jury.
He joined Human Rights Consultants in April 2003.
