The Dublin Initiative on Algeria. Feb. 2002.

Since the military coup of 1992 the Algerian people have been forced to endure unacceptably high levels of human, social and economic suffering. At least 150,000 people have died while 12,000 are reported as being disappeared. Extrajudicial executions, disappearances, torture and arbitrary detention continue while their perpetrators go unpunished. Impunity is still a grave problem. Military expenditure has soared to $78 Billion while the budget for Education has fallen from 29.7% in 1990 to 17.39% in 1997. Child mortality rates have reached 56.6 deaths per 1000 inhabitants, a rate that is ten times the European average. Unemployment has risen from 19.7% in 1990 to between 35% and 38% in 2000. Considering these continued grave violations of human rights it is time for a new political initiative to resolve these serious challenges.
