Firstly, our warmest congratulation goes to the world chess organization FIDE the I.B.C.A. is associated with. The (r)Fdration Internationale des'checs was founded in the French capital Paris 75 years ago, the 20th July 1924. Its President was up to 1949 the legendary Dutch Alexander Rueb (1882-1959). Here the latest news from Poland, from the IInd Vice-President Tadeus Milewski: The XIth Chess Olympiad for the Blind and Visually Impaired is to take place from 28th August to the 8th September 2000 in the mountain resort of Zakopane, famous all over the world for its incomparable skiing areas. The distance from the international airport in Krakow to the town of Zakopane amounts to about 120 kilometres. More details will follow in the next circular. An invitation tournament for the ten best players of the I.B.C.A. - Individual WORLD CUP with considerable prizes - is to take place, parallel to the further down announced (r)international Open, at Benasque / Huesca (Spain, high up in the Pyrenees. the FIDE-President Iljumshinov will grant his protection to the event of the I.B.C.A. Ist Panamerican Championship for the Blind and Visually Impaired Caracas (Venezuela) 18-21 June 1999 A hopeful beginning! Over the weekend in June, 22 competitors of the following eight [8] Latin American countries Argentina, Brazil, Columbia, Cuba, Honduras, Venezuela, Peru and Puerto Rico met near the capital of Venezuela in a top class hotel. The championship was organized in five [5] rounds Swiss system. Here are the results combined with names we don't know but some. We certainly shall meet several of them soon participating in other I.B.C.A. competitions. It is a pity that the northern part of the continent was not at all represented. IIth Individual European Chess Championship for the Blind and Visually Impaired . . . . . . . . Krynica (Poland) 4th to 15th July 1999 The (r)IIth European Chess Championship for the Blind and Visually Impaired - one of the great I.B.C.A. competitions - was held at Krynica (Poland) from 4th to 15th July. Krynica is the most famous and largest spa in Poland; there are about 13,000 Inhabitants and the town is - surrounded by forest - situated high up in the mountains, the Beskid Sadecki mountains in the valley of the torrent Kryniczanka. The name of the town is firstly documented in 1547, since 1807 an official mountain resort. By help of the mineral waters - you can try in the well-house - the Dutch queen JULIANE already took successfully a cure against her infertility. We were lodged in a spacious dwelling area for holiday guests which contained a playground and installed barbecue as well. It was also crossed by a brook and once belonged to a big Warszawa chemical plant. Playing conditions in a sort of big and bright and with many panes of glas equiped gymnasium were good. For the first time, chess friends from Turkey took part in an I.B.C.A. competition. The weather wasn't always optimal; but that is something you cannot blame the always friendly hosts for. The first days were very hot; then followed rain, thunderstorm and hail. Under the long-proven guidance of the I.B.C.A. Chief Arbiter Frantizek Blatny (Czech Republic) and with the given time of two [2] hours for 40 moves plus one hour for the whole remaining game, thus at maximum six [6] hours, the event was organized in nine [9] rounds Swiss system. (GER) Youth WORLD CHAMPIONSHIP of the I.B.C.A. for the Blind and Visually Impaired Kortrijk (Belgium) 21st-30th August 1999 From 21st to 30th August 1999, The Youth WORLD CHAMPIONSHIP of the I.B.C.A. for the Blind and Visually Impaired took place with 43 players from 16 countries in Kortrijk (Belgien) in a school for the blind. there were five young ladies. The tournament is - according to our tournament regulations - open to players not older than 21 years of age before 31st december of the year the event is held. Youngest participant was with 11 years Anna Stolarczyk (Poland), who ended on rank three. (ESP) Austria The 10th under-21-championship and for pupils of the (r)Austrian Braille Chess Association ((tm)BSB) saw 15 Participants. It was this year organized from 17th to 20th May in the (r)Guest House for the Youth at Saalbach-Jausern. The competition for the youth was won by Helmut Wasserbauer. The 48th championship of the (r)Wiener Schachrunde was dominated by Hartmut Kautzky. He scored 18.0 followed by Johann Pasteiner and Arnold Gerold with 16.5 points each. Danmark The North Championship a traditional team competition between the Braille chess organizations of the Skandinavian states and Finland was this year organized by Danmark from 12th to 14th February 1999 in the hotel for the blind in Fredericia at six [6] boards. It was won by the Danish team with 10 points in a close finish followed by Sweden (9,5) and Norway (9,0); Finland could only score 7,5 points due to the fact that they hadn't but five [5] players available. Norway The championship of the Norske Synshemmedes Sjakkforbund was organized over Whitsun tide in a remote area high up - about 1,000 m in the mountains. 15 participants played in two [2] divisions. The old and new champion is Svein Tore Fesche (5,0 points (out of five [5] Rounds), 2nd Ivan Wiken (4.0 Points), 3rd Niels Setterberge (2.0). Odd Urvik was in the congress confirmed as chairman. Switzerland The Swiss Braille Chess Association organized its championship 1999 in the (r)Holiday Centre for the Blind Solsana at Saanen. The time was over Whitsun, from 22nd to 24th May. Arbiter Bernhard Holzer made the event with 30 players in two [2] divisions - group 1: 24 and group 2: 6 players - a great success. It was played in 5 rounds (Swiss system in Group 1). (Organisacin Nacional de Ciegos Espanoles) intends to organize an international open for the blind and visually impaired at Benasque / Huesca in the pyrenees as one of several chess events from 5th to 15th July in the year 2000. Everybody who wants to participate in this event should apply preferably by telefax to the I.B.C.A. President (0034 / 96 | 5.140.010) or to the Secretary (see above).
