This coin is an example of an early Phase II Hiberno Norse penny of Dublin.
The legends are clear with no blundering and read:
(obverse) + SHTRC RE+ DYFLM (reverse) +SIVLT MO DIFLINAM
Which translates as SITHRIC KING OF DUBLIN / SIULT MONEYER OF DUBLIN

This coin is an Irish copy of the long cross coinage of Aethelred II of England. It is classified as a phase II because it was not struck contemporaneously with the English Issue as Phase I coins were, but was struck in about 1020 AD. Phase II coins are characterised by the pellets in the reverse quadrants which phase I coins don't feature. Later Phase II coins often have blundered legends and have additional symbols on the obverse or reverse.

The coin is in about extremely fine condition. This is a normal grade for early Phase II coins.

These coins are rare - the later more blundered Phase II coins are scarce.
