Mexico is recognised by Ireland for plenary adoptions. Many changes have taken place due to Mexico adopting and implementing the Hague Convention.  They centre around the court procedure.  Each state in Mexico administers adoptions separately, so things vary from state to state. 

Some couples have adopted from Mexico using Universal Family Services (UFS). Based in California, they maintain an international adoption program in three states in Mexico. Since 1995, UFS have assisted families in the USA, Ireland, Spain and Switzerland to complete private adoptions in Mexico, according to procedures outlined in the Mexican Civil Code.
