Parking is free on Place Verdun, you need to pay the parking at Recaborde 9-12 AM and 2-6 PM, you can try to find parking place opposite of the parking lot, the places are free but very sought after... There are underground parkings, too (Centre Bosquet would be the nearest, Place Clemenceau is closed). Generally parking on Place Verdun is easy and I would recommend it during the day. For the night Recaborde is OK.
In the picture below you can see the parking Recaborde. You arrive from the right and the house is on the left hand side of the street going uphill.

When you come from the airport you will take N134 all the way to the centre. You will pass Place Verdun, drive downhill to Place Gramont where in the trafic lights you will drive straight to "parking Recaborde". Park the car at the parking lot. Rene Fournets is uphill from the parking lot about 100m (see below).

During the Place Clemenceau construction work it is not possible (or it is difficult) to drive to Rene Fournets coming from the N117 which is the main street (and one way)

When you continue from the house uphill you come to Place Marquerite and to the quartier du Chateau.

The main shopping streets of Pau are Rue Serviez and rue des Cordeliers.
