This site no longer maintains copies of the rules, because I tend to forget to update them. Instead I'll provide the following links to the Wizards of the Coast website.
If you want to seek certification, you need to contact your nearest level 3 or higher judge who will explain the process to you. To find your nearest level 3 judge, please look at the Wizards of the Coast Level 3 Contact List. If you live in Ireland, then your nearest level 3 judge is Oli Bird, who can be contacted at olib@maths.tcd.ie and will arrange for you to do the test, or advise you on what you need to do before doing the test.
