Some of the meta tags were created by Interlyn PrePromote, and some of them weren't.
The vast majority of the site was created with Windows Notepad. It is just about the best HTML editor you can get. The WYSIWYG editors are finicky at best, and they fill up the page with unwanted meta tags (including the <meta name=generator value="FrontPage Express"> and so forth), while most of the in-betweens are tacky, and any of the good ones are shareware.
Included in that categorization is HotDog Professional version 6.
