Clamp down on jet ski & speed boat users
Under 16's banned from using jet skis and speed boats
Marine Minister also moves to control use of powered pleasure craft, makes use of lifejackets mandatory and bans abuse of alcohol & drugs whilst operating or on board speed boats
Dublin, Saturday, June 30th, 2001
Mr. Frank Fahey, T.D., the Minister for the Marine and Natural Resources has
announced the introduction of two new sets of regulations governing the safe use
of personal watercraft (jet skis), fast power craft and other mechanically propelled pleasure craft. The regulations come into force on Sunday, 1st July, 2001.
Minister Fahey pointed out that the regulations are the initial phase of
regulations which have been developed by his Department as a result of the
recommendations made in the recent report of the Ministerial Action Group on
Small Powered Recreational Craft.
The Minister said "the paramount need is to ensure the safety on the water of children and young people, particularly as they are becoming more and more involved in water based activities. It is for this reason that I am pleased that these new regulations now implement the recommendations which had been made in relation to the wearing of appropriate lifejackets, the minimum age under which persons should not be allowed to operate fast craft and the need to view this in the context of an overall appreciation of water safety. In addition, the regulations provide that persons who operate personal watercraft (jet skis) and fast power craft in a dangerous or careless manner can be prosecuted for such behaviour." On-the-spot fines will also be introduced for breaches of the regulations.
He also stated that "I believe clearly that the wearing of suitable lifejackets or buoyancy aids is of central importance as is the need to get the safety message across to such craft users, particularly in terms of competence in the use of such craft and an understanding of risk to themselves and others."

laws regarding safety. Some of the points are as follows:
(1)CLEAR GENERIC GUIDELINES FOR LOCAL BODIES TO MAKE BYE-LAWS TO
(2) NEW LAWS FOR OFFENCES OF CARELESS AND DANGEROUS DRIVING
(3)NEW MEASURES TO RESTRICT ALCOHOL AND OTHER INTOXICANT USE WHILE IN CONTROL OF
WATER CRAFT
(4)COMPULSORY COMPETENCE TESTING
(5) A NATIONAL IDENTIFICATION REGISTER OF ALL SMALL POWERED WATER CRAFT
(6) A BAN ON UNDER 16 OPERATORS.
Environment and natural resources Minster Frank Fahy has committed himself to
implementing these measures as soon as possible.
