Minister for European Affairs, Dick Roche says that the Lisbon Treaty hasn't gone away. On RTÉ this morning he told us that in 'his personal opinion a referendum is the appropriate response to the position we are in'. He means a referendum is the only answer to a referendum.
He is, I suspect, responding to another kite flown by his party colleague, Mar O'Rourke, who advocates passing portions of the treaty by legislation.
One attempts to evade a democratic decision, another advocates ignoring it. That's democracy for you!
