The candidate for this Office must be a member of the Order of at least First Degree. He/she is appointed by the OHO, who will ordinarily follow the recommendation of the X°, this having been made clear in at least the eighth year of his/her reign. The Revolutionaries must however communicate to the OHO any lawful objection to the proposed candidate, should any member of the Order profess the same. If the ordinary succession is not to be carried out, there shall be created an Electoral College in the Extraordinary, composed of three members of the Sanctuary, three members of the Supreme Council, three members of the Electoral College, and three Members (drawn by lot from amongst the volunteers) of no higher than Fifth Degree. These shall interview any and all applicants for the position of X° and make their recommendation to the OHO. They must be unanimous in their verdict. In the event that there are no applicants, or a unanimous verdict fails to be reached, the OHO will select a candidate from amongst the membership. The term of office is Eleven Years, following which the incumbent must take on the role of the Abbot of a Profess-House of the Order. No person may hold this office more than once in their lifetime. The Tenth Degree must formally ratify the decisions of the Areopagus after the Sanctuary of the Gnosis has done so. Ratification is automatic unless opposed. Opposition must be made within 14 days of the receipt of the verdict. Bills passed to the Throne by the first and the second chamber must either be authorized or vetoed by the Tenth Degree. The Tenth Degree may alter the Order Laws and Regulations within the Kingdom on their own initiative without consultation with or consent of any other legislative body. Should the Tenth Degree be placed under scrutiny by a person with authority so to do, they shall while under suspension be relieved of all executive, judicial and legislative authority. In this as in any other emergency, the President of the Electoral College shall assume temporary command of the Kingdom, with the assistance of the Chancellor of the Sanctuary of the Gnosis. REVOLUTIONARY Office There are two Revolutionaries. They must be appointed from amongst the IX° of the Kingdom. The term of service is for Eleven Years. No member of IX° may succeed a X° to whom he/she has stood as Revolutionary. In the case of a vacancy arising, the Sovereign Sanctuary of the Gnosis must provide the Electoral College with a list of candidates. The selection is made by the Electoral College by majority vote. If the selected candidate refuses the Office, the selection process must be begun again. It is the responsibility of the Sanctuary of the Gnosis to provide suitable candidates for the Office of Revolutionary, and if there are no willing persons within the Sanctuary, then the Sanctuary must immediately increase its numbers until there is such a person within its ranks. The Revolutionaries are charged with the duty of opposing all actions taken by the Tenth Degree, as detailed in the Intimation. They also have a responsibility to represent the views of any member of the Kingdom who wishes to express dissent. The Revolutionaries have the power, should either deem it necessary, to make a decree of no confidence. This is done when they assess that the X° is incompetent, unjust, or has otherwise 'exhibited weakness, bodily, mental or moral'. The X° is in this event immediately suspended from office. The President of the Electoral College, assisted by the Chancellor of the Sanctuary of the Gnosis, shall rule in the interim. The OHO shall then preside over a hearing, at which the Revolutionaries shall detail the reason(s) for wishing to remove the X° permanently. At the conclusion of this, the OHO shall either reinstate the X° or remove him/her from office. |
