3.
The present policy of the Association is not to
allow Venturer Groups or other sections, move
outside the thirty-two counties for their first
Annual Expedition and that they must first
receive a good camping certificate within the
thirty-two counties before they go abroad. It
is our belief that exceptions should be made
where the Leader of the newly formed Venturer
Group or any other section has gained experience
as a Leader in other sections and where the
Venturers themselves have also obtained
experience through their time in Cubs, Scouts etc.
Also where they have had an active programme
including multiple weekends away.

4.
At National Council level, different sections
should not have a say on matters relating to a
section they are not attached to, i.e. Beaver,
Cub, Scout or Rover Leaders should not have a say
in Venturer motions/matters. Likewise
Venturer Leaders should not have say in matters
relating to Beavers, Cubs, Scouts or Rovers.
