Staffed by members of at least Senate. Students must be of at least Fourth Degree. Teaches as many branches of basic practical magick as it has staff competent so to do. Supervised by the Sanctuary of the Gnosis.



ELECTORAL COLLEGE


Body, Governing (Man of Earth Triad)


Composed of Eleven Members of Senate. Overseen by a President, who has only a casting vote. Responsible for the appointment of Lodge Masters/Mistresses. Issues charters for Lodges. May allow Lodges independent power to Initiate to IV° and P.I. without the intervention of the Electoral College. Controls admissions to KEW, V° and Senate. Rejected petitioners for V° may appeal to the Supreme Council. (Though it controls applications to V°, the Electoral College does NOT govern the Chapters of Rose Croix, which are under the Supreme Council of the VII°.) May prevent admission of any person to the Order: this is done by producing a 'blacklist' which is circulated to all Lodge Masters/Mistresses. Any member of the Electoral College .may recommend that any case tried by the Grand Tribunal be referred to the Areopagus of the Eighth Degree.


The Electoral College is ordinarily vowed to poverty, its members subsisting on the charity of the Order.



THE SENATE


Body, Legislative (First Chamber of Bicameral system)


The Senate is the body composed of all members of the Senate degree. It is overseen by the President of the Electoral College, and has the power to deliberate upon bills which propose amendments or additions to Order Law in the Kingdom. Every Senator has one vote. Bills pass to the Legislature (Second Chamber) if there is a majority vote in their favour. Any full member of the Order may present a suggestion to any Senator for presentation as a bill. This practice is known as 'lobbying'.


Each Lodge and each Chapter must have a standing arrangement with a Senator, guaranteeing the Lodge or Chapter's members the right of access to him/her for the purpose of having their views and proposals put forward in the Senate, and the guarantee that the same shall be done.



SENATE


Degree and Office


Entitles the member to a seat on the Senate. Members must either take a seat on the Electoral College, or teach for two years in the College of Hermetic Science, or study and teach some other

subject.
