Question
Would the Manager agree to the formulation, with realistic assumptions of a four year budget [per annum] to 2009 inclusive? Facilitating a wider debate on budgetary issues, certainty of approach and vision in the development of the city as it pertains to Cork City Council”
The City Manager maintains this is not feasible with an annual allocation to Council, from Government.

“That this Council agrees and informs the Minister for Justice and Law Reform and the Government that those responsible for the death of detective Garda Jerry McCabe should serve their full sentence in accordance with law and no further discussion on their release for what ever reason with any political party should be entered into on this subject as it would undermine this nation’s standards of behaviour, morality, and law and order.”

“That this Council presiding over a confident dynamic and relatively wealthy City, enjoying 2005 as Europe’s Capital of Culture, resolves to seek ways and means to contribute to the Tsunami disaster in budget year 2005-2006 and further resolves to contribute henceforth an agreed sum annually to the aids crisis, third world and/or natural disasters projects”
The City Manager maintains Council is prohibited by law in making a contribution?
 
Question
 Request the Manager to outline the difficulties associated with the development of Cork’s golden eyesore i.e. the historic mills on Fr. Matthew Quay, and how he proposes to facilitate the overcoming of these difficulties in the interests of Cork’s present day eyesore free reputation and development.The City Manager replied that difficulties are now surmounted and the development is ongoing.
 
 

Motion: Property Ownership.

That this Council agrees that Residents as Neighbours in the variety of housing units in the City of Cork are obliged to adhere to laws, by-laws, leasehold, freehold and tenancy agreements and all, including those in semi attached, terraced, apartments etc, hold A DUTY OF CARE to each other in the context of promoting peaceful and harmonious close proximity living.
Following which Cork City Council agrees to facilitate neighbours to discover and identify ownership of property for bona fida lawful reasons including to facilitate communication, problem solving in the first instant and should difficulties not be resolved for legal action as a last resort.

 

Motion: Bishopstown Library.

That this Council report on

1.       Its current intention and time scale on the opening of the Long awaited Public Library in the Bishopstown area.

2.       Its current options in the light of developments at the Wilton Shopping Centre and The Orchard Site and decide on a Location forthwith to avoid any dangers of a withdrawal of declared public funding for this project.

3.       The amount of local funding necessary and the amount to be included in estimates 2003.

 

Question: Wilton Roundabout          

Will the Manager ensure, that the unnamed indescribable work of “ART” at the Wilton Roundabout, be cleaned, Graffiti removed and painted in an appropriate colour in the context of its meaning if understood or otherwise in the Bishopstown Colours with the Sign “Welcome to Bishopstown” artistically inscribed thereon.

REPLY

This piece is by John Burke and was sited in 1985. It is the largest and most ambitious ever undertaken by John Burke, a renowned and highly respected artist who played an influential part in the development of Irish Sculpture in the 60's and 70's.

The National Sculpture Factory compiled a maintenance report for the sculptures of the City in 1993 and it includes a recommended maintenance procedure for this work.

The sculpture itself is in excellent condition, however, the paint is very faded and there are some areas of rust staining and graffiti. I have contacted the National Sculpture Factory and asked them to let me have an estimate for cleaning and re- painting, with a view to proceeding in the near future.

I asked the City Manager to ensure that the Sculpture / work of art on the Wilton roundabout would be kept in a clean freshly painted condition overtime . He agreed that it was not kept in a good condition.

Motion:  Bishopstown Fire Station servicing the Bishopstown Wilton, Glasheen Togher areas

 “That this Council, acknowledging the need for a Local Fire Station, servicing the Bishopstown, Wilton, Glasheen Togher areas, request the Manager to report on possible site locations, size, and likely date on its construction / operation in view of its urgency to ensure quick response to the locality of very high population density including the University Hospital, Cork institute of Technology, FAS and the many industrial units, shopping centres, housing estates etc. located in the area.

 

Motion: Television Service in Irish Courts

That this Council calls on The Minister for Justice and Law reform to introduce, at the discretion of the presiding Judge, sensitive to the right to privacy and, and with awareness of the presumption of innocence, a comprehensive Television Service in Irish Courts at all levels giving the population a greater understanding and appreciation of the Irish legal system.

 

Question:     To request the Manager to comment on the unsightly site known as the Courthouse Washington Street, and will he take action against the polluter?  i.e. will Cork City Council prosecute the Minister for Justice for the ugly sight of its surrounds including graffiti on its hoardings?

Motion Viaduct.

“Further to my previous motion 99/135 resulting in correspondence between Cork City Council and Cork County Council this council again calls on Cork County Council to upgrade this magnificent Landmark, assessing its structure for safety, cleaning and floodlighting it,

Acknowledging the Symbolic and Historic Landmark that is the Viaduct, in terms of its, Civil Engineering feat and its Communication, Transport and Social History.

 Resulting in 

1.       The Enhancement of Cork’s heritage.

2.       Acting as a gateway to Cork City and West Cork [depending on the direction one is travelling].

3.       Taking its place as a premier landmark in this Region.

4.       Facilitate its image being incorporated with pride in the brochures and promotional literature of various local bodies.”

 

 

Question  Euro Projects

Request the Manager to [in as far as is possible] to examine and report on the contribution in Euros to named European projects within the City of Cork {Metropolitan Cork Greater Cork} from Irelands membership of the European Union since 1973.

 

 

Motion the Bishopstown bye-pass

Further to my previous motion on this issue

“That this Council Considers top priority and wishes the inclusion in the Cork Strategic Area Plan the construction of  the Bishopstown bye-pass” i.e. a road line from the Carrigrohane Road N22 to the Model Farm Road R608 to the new Ballincollig bye-pass [South Ring Road] N28 at a point near Deasey's Bridge on the Curraheen Road, thereby substantially reducing the excessive traffic build up within estates and local roads in the Bishopstown area”

 

Question Due to the increased parking with subsequent difficulties in entering and exiting, St. Finbarr's Park, Glasheen Road, will the Manager make provision for double yellow lines on one side to ensure safety and ease of access to the Park and the Glasheen Road.

 

Resident only Parking Zones

"That this Council recommends to the Manager the desirability to investigate and establish, in consultation with the residents, the need for Resident only Parking Zones surrounding the Cork Institute of Technology, including Glencairn Estate, Rossa Avenue, and Uam Var, and University Hospital, including Wilton Avenue, Bishopstown Avenue, Laburnum Park, ensuring the highest possible quality of life for Residents living in these car saturated areas".

DISK PARKING PROVISION ON THE SOUTH SIDE OF MAGAZINE ROAD>

“That this Council requests the Manager to investigate, consult with residents as to their wishes and report on Disk Parking provision on the south side of Magazine Road and within estates to the Glasheen Road, to control the excessive parking in these areas”

This Motion was referred from council meeting 14th January 2002 to the Roads Transportation & Safety Committee who will report on same on next Monday 4th March.

 
9.12 CONTROL OF DOGS ACT 010115
“That this Council closely examine the extent of which it is effectively meeting its statutory requirements in relation to the Control of Dogs Act, and legislation regarding the general welfare of animals, also establishing the best agency approach that can be adopted in helping this Council meet this requirement.”
