An Bord Pleanála.

Planning in Adamstown
Following
the Rezoning of the Lands at Adamstown by the previous council in
1998, I have endeavoured to ensure that Adamstown would not be developed
without provision for a successful integration into an already congested
Lucan community and also with adequate infrastructure for those
residents who will live in Adamstown in the future.
To help achieve this I have worked closely
local community groups such as Finnstown Input Group, liaised directly
with local residents by way of correspondence and I have been representative
of the combined local view in South Dublin County Council and with
An Bord Pleanála.
At the Oral Hearing which began 21st July
2003, I played a full part as your only Councillor or Public Representative
to officially register as an Appellant to An Bord Pleanála
on Adamstown. In doing so I challenged the Council, the Developers
and An Bord Pleanála to ensure that all aspects of infrastructure
as permanent structures with operating capacity were provided in
tandem with the development of Adamstown including schools, roads
and transportation infrastructure, leisure, recreational and sporting
facilities, commercial developments etc.
Following the decision of An Bord Pleanála
on Thursday 25th September 2003 to Grant Planning Permission for
Adamstown with certain conditions, I wrote to local residents as
follows:

To the Residents of Finnstown.
ADAMSTOWN DEVELOPMENT
Dear Resident,
As you are probably aware, on Thursday night last 25th September
2003, An Bord Pleanála made its decision to APPROVE the
Adamstown
Planning Scheme subject to twenty-six conditions.
I am delighted that An Bord Pleanála
has included, for example:
-
The upgrading of the Newcastle Road with
the installation of footpaths each side of that road (the Council
would not consider this originally),
-
The completion of the Outer Ring Road
between the N7 and the N4 (a matter which itself will be the
subject of a separate Appeal to An Bord Pleanála),
-
The provision of All Schools as Permanent
Structures (A matter that I have been particularly vocal on
since the Council earlier wanted to include schools as Temporary
Buildings only and the Developers did not want to included Schools
at all),
-
That all planning applications for substantive
works shall be accompanied by Construction Traffic Management
Plans,
-
And critically that operational capacity
for the rail service be provided with the Adamstown Train Station.
Previously during the various stages of
debate over the last number of years, through my interventions
and by working in partnership with the Finnstown Input Group,
together we achieved a number of significant gains in infrastructure
and facilities for Adamstown. Arising from motions to South Dublin
County Council we have already been granted Flood Management,
Shopping Facilities, a Swimming Pool, Leisure Centres, Playing
Pitches and other such facilities, many of which were not forthcoming
at the outset.
I am however most unhappy with the omission
of an Environmental Impact Statement. This is a matter that I
will now pursue in the European Parliament and I am currently
awaiting a response from my Independent colleague and President
of the European Parliament Pat Cox MEP. Also given that the upgrading
of the M50 and N4 were not included in the Adamstown Plan, I will
now begin a new campaign to have these road networks upgraded.
As your Local Independent Councillor,
and the only Councillor/Public Representative to formally Appeal
Adamstown to An Bord Pleanála, I am committed to working
vigorously to ensure that all aspects of Infrastructure and Facilities
required are delivered with Adamstown.

Today I continue to monitor the Adamstown
SDZ closely, particularly through the monitoring committee process
that I proposed as part of the Adamstown SDZ, to ensure that all
concerned, i.e. the Council, Government Departments, Agencies, Developers
etc., play their parts in adhering to all conditions laid down by
An Bord Pleaná.
