I have worked tirelessly over a number of years in objecting to
the Outer Ring Road. In this I have also worked closely with local
community groups, including Lucan Together for Quality of Life at
the time of the Oral Hearing on the previous phase of the Outer
Ring Road in 2001 and more recently in the run up to this years
Oral Hearing which commenced on Tuesday 2nd March 2004.

I refer to last Tuesdays Public Information Meeting,
27th June 2000 at Balgaddy National School where South Dublin
County Councils Plans for the Outer Ring Road were on display.
Firstly can I say that I was not satisfied with the planning of
the meeting as short notice was issued and local representative
bodies including Residents Associations, Lucan Community Council
and Lucan Planning Council Representatives were not invited. However
I note with thanks your commitment given to me that a further
meeting can be convened in September and I look forward to discussing
this matter with you soon in more detail.
You will be aware by now that whilst many people
in other parts of the county would welcome these proposals, the
impact of such a development would have serious negative impact
on Lucan. Any proposal that encourages greater volumes of traffic
into the heart of Residential Areas in Lucan and therefore represents
a Centre or Inner Ring Road rather than
an Outer Ring Road, is not welcome. Such planning
would have disastrous consequences locally.
I note your comment that from the Naas Road to
Balgaddy Roundabout is dual carriageway and the current single
carriageway from Balgaddy Roundabout to Ballydowd would have a
chocking effect and would therefore serve to discourage increased
traffic volumes towards Lucan. However I do believe there is thinking
in your department in favour of widening the carriageway from
Balgaddy to Ballydowd at Woodies. I also note that you have not
discounted that option to date. Any such proposal is not acceptable
and alternative solutions must therefore be considered.
In the circumstances I look forward to our future discussions
on the matter and to the public meeting in Lucan in September.

Outer Ring Road
Dear Resident,
South Dublin County Council have this week published
the Environmental Impact Study on that section of the Outer
Ring Road from Balgaddy, south to the N7 at Kingswood. I requested
the Council to display the EIS in Lucan Library and it will be
there until 6th April. Residents then have until 27th
April to make submissions to An Bord Pleanála.
I have now also requested the Council to include the EIS on the
Councils Website, as at £30.00 per copy it can only
mean that the report will have low circulation locally.
It is crucial that all Lucan Residents are aware
that the Council then propose an Environmental Impact Study on
that section of the road from Balgaddy, north to Woodies, which
would also involve widening this road to a dual carriageway. The
Councils ultimate aim is to create a dual carriageway linking
the Tallaght By-Pass (N81) to the N4 at Woodies. I believe this
will have huge negative impact on Lucan, especially those estates
on the Outer Ring Road, including Castle Riada. It will serve
to encourage greater volumes of traffic into the heartland of
Residential Lucan.
It is unthinkable that the our Local Authority
would plan a major roadway in such a piecemeal way without considering
the overall effect of this carriageway on the locality and without
regard for the proper planning and development of Lucan. This
despite there being an alternative Real Outer Ring Road as proposed
by the Transport Users Group.
